Victor Bage Fleming

 

I started my career as a teacher in 1967 and have had thirty eight years continuous experience in education in a variety of teaching situations from challenging classes and schools to a situation which demands meeting the very high expectations of parents and children. My work has offered me the opportunity to be responsible, as a subject coordinator, for developing the curriculum and teachers in schools. My prime responsibility has surrounded science, mathematics, resources, assessment and the experience gained from this has enabled me to transfer the generic criteria of being

The majority of my teaching career has been a head teacher in a growing primary school. a post which I have held, successfully, for twenty three years. The demands of the post meant that I have had to support and be accountable to parents, OFSTED, governors, the Local Education Authority, the community and meet the ever increasing demands of the government in terms of curriculum targets. Not only have we met the targets but exceeded them and have been rated 348 th in the country. We have had two very successful inspections with no key recommendations to address.

•  My probationary year was spent in the North East of England in a very small Church of England School on the banks of the Tyne. During the short time was there I taught children in all key stages with one term in the reception class and eventually was allowed to teach year 6.

•  Even though I had no direct curriculum responsibility I organised a library and resource library and coordinated the work in mathematics

My appointment was made for the opening of the school in 1972. Along with the head teacher I was responsible for setting up the new school and developing the ethos, systems and documentation which underpinned the running of the school

Independent evidence

Evidence which is available in the public domain

•  Inspection reports school has been subjected to two OFSTED Inspections both of which have had no key issues to address.

•  Pandas - the schools performance and assessment data which has been available to schools after the introduction of the standard assessment tests were introduced in 1995 area available and indicate that for an extended period of testing school has consistently performed at A or A* against like schools. School has been assessed as lying 112 th in the country and we presently lie at 348 th

Evidence which is available

•  Evaluation reports from the Local Educational authority. After each visit form our link advisor a report in forwarded to school. Every report has indicated that school is performing well. The reports are available for inspection.

Personal Development

Over the past two decades I have been involved in providing training and accepting training to meet a multitude of initiatives. I include a selection of the training opportunities.

•  Primary management - PGCE Bretton College of Education

For a number of years until the college of Education closed I had been asked to provided the primary management training for PGCE students at the induction of their one year training. I also provided some of the management training for students on their four year course.

•  Children's literacy

Along with a colleague head teacher and an authority advisor we took sessions concerning children's literature to schools an pyramids in our Lea as well as visiting neighbouring education authorities. As part of this involvement I was responsible for involving every school in out LEA to contribute to reviewing primary fiction and non fiction from which I linked books to topics and, termly, issued a detailed list of new books and linked them to applications in school curriculum.

•  Creativity in mathematics

From my diploma in mathematics I tool creativity in mathematics and my development theme and having completed the course took the topic to schools pyramids and groups inside the LEA.

•  Schools forum

•  I am a member of the schools forum being chosen by my professional association to represent primary schools in the borough. The groups meets termly to consider education issues and to offer recommendations to the cabinet members of our local council

•  LEA Finance group and LEA Formula funding group

As sub groups of the forum I am involved in the review of finances in the authority and the compilation and changes to the formulae which underpin the allocation of budget to schools. The decisions are fed to governors of schools and to the schools forum

•  LEA transition group

I am a member of a long standing group in our LEA to consider the transfer of pupils from one key stage to another to ensure there is continuity of education being offered between these sectors.

•  BAHT

The Barnsley Association of Head teachers is an advisory body on the authority and I have been an active and participative member for many years and offered my service to a multitude of committees to give a primary perspective. As part of the group I was the leader of the Penistone Head teachers during the past educational year.

•  Software evaluation

I have had close and long standing links with the evaluation and promotion of the management development and school planning software being produced by The Skills factory and marketed by the Grenada Group of Companies. At present I am one of two head teachers undertaking a trial of action planning and self evaluation software for he Lea produced by the same firm. I have been invited on more than one occasion to help promote the planning software.

•  ICT

My interest and abilities in using and developing ICT has been recognised by the LEA and I have been asked to help build up the advisory staff in the authority to promote the use of IC in the curriculum

•  Management support in LEA

As a school we are currently supporting a school which has recently come out os serious weaknesses after a poor inspection report and we have networked to promote a range of development opportunities across an extended time period.

I have also been asked to offer management support to second school for two days a week where the challenging school has failed over an extended period of time to appoint an head teacher.

•  NPQH

I have been asked, as an external speaker, to be part of the training for aspiring head teachers and delivered primary management course to a number of teachers. Similarly I have delivered the same course though modified to meet different needs, and part of the induction of newly appointed head teachers.
